The girl knows that all stepmothers are evil. Every fairy tale she's read and every fairy tale movie she's seen has taught her that. When Evil Stepmother (Holly) arrives, she keeps waiting for the evil shoe to drop. And waiting, and waiting.
Like the author, I agree that stepmothers have been given a bad rap in fairy tales. I love that the author loved her stepmother so much that she wants to change their reputation and give some hope to new, blended families. Rawat's illustration adds to that joy.
