The puppy is very happy - so happy that they can't contain it. They have pages and pages of things they can do to celebrate their happiness - as simple as laughing, and as imaginative as racing to the stars.
Puppy (and Rosen) are exuberant in their celebration of happiness. Fun to act out and fun to build upon as an activity.
