When the goat gets out of his pen, he visits the animals around the farm and enjoys himself in the meadow before the farmer puts him back in his pen. When the boys trampled the petunias playing ball, and their mom blamed the goat, they didn't speak up. Everyday the goat gets out, and everyday the farmer raises the fence and puts the goat back in his pen, but soon the goat is blamed for all sorts of things, including spilling paint, and eating cupcakes. The farmer's family isn't taking responsibility for the problems they cause themselves.
That poor goat - innocently spending the day outside his pen, and all the trouble in the barnyard is blamed on him. A great example of "scapegoat" that kids can remember, but without the treatment often afforded one. I can totally see the children letting the goat take the blame, but when the adults do too? A cute idea, and sweet illustrations, but it felt like a joke gone too far.
